It's using the text returned by /sys/power/tuxonice/image_exists:

-1 means we couldn't find a signature and therefore don't know if we can
resume (might change if retried after drivers are loaded and so on)
0 means a signature was found and there's no image to resume
1 means a signature was found and we can resume
